The Topeka Metro collaborated with non-profit organizations in the Topeka like Community Resources Council to provide access to low-income residents for low-income bus passes. The two bus passes that will be discounted off of the regular cost if qualified are the 31-day pass and the 10-ride card.


To qualify your annual household income must be at or below 200% of the poverty level.

The above document must be completed by the Community Resources Council or a non-profit agency and the applicant. The applicant will also need to have proof of household income along with the number of people in the household. We will send a faxed form of the completed application to the Topeka Metro.

After a non-profit agency verifies eligibility, the applicant must go to the Quincy Street Station at 820 SE Quincy to have a photo ID made. This ID is good for one year from issuance and must be shown when purchasing passes and upon boarding the bus. The applicants can purchase the low income passes only at the Quincy Street Station sales windows by the applicant of the Community Resources Council. The sales windows are open Monday-Friday 6 am – 6 pm and Saturday 8 am – 1 pm.
